HDD Wipe: - Write 0s (or any other thing) to all sectors of the drive, re-writting all the things that are insede the drive making impossible to recover data from it. All the tools that you specify are Wipe tools.
Low Level Format: - Nowadays is used at factory ONLY at production stage. Modern drives can't be Low Level Formated by users. Very Very Very old MFM drives (10 Mbs or so) were low level formated by user and only then could be formated for use. Those drives were so good that you would have to run a small program to tell the drive to park the heads. Whenever you read Low Level Format on advertises for modern software what you have is Wipe. If you have PC-3000 or HRT or similar you have 'SelfScan' that is closer to Low Level format.
